In the European and Italian legislation on energy efficiency, public administrations set the example and a point of reference for the private market as promoters of design solutions for the reduction of energy consumption and have specific obligations in the building sector (such as the obligation to guarantee very high energy efficiency solutions for new buildings or buildings undergoing major renovations).

- the identification of the financing solution best suited to the entity’s needs;
- the identification and design of the public agreement (procurement or concession) and the award procedure (negotiated procedure, competitive dialogue, project financing etc.) best suited to the entity’s needs;
- assisting the entity in drafting of the internal documentation for launching the procedure, in carrying out the procedure and in the performance of the contract, by providing the opinion of the Firm’s professionals on legal issues that may arise in both stages.
Local authorities are supported not only in operations aimed at the construction of district heating networks and high-efficiency cogeneration plants, but also in adapting municipal building regulations and their organizational structure to the provisions of the regulations on energy efficiency and the production of energy from renewable sources.
